Details

1. Artificial Intelligence, Cyber Power and the Future of International Security

How is AI reshaping strategic competition, cyber operations, resilience etc reshaping strategic competition, non-proliferation and arms control, democratic resilience and international cooperation? What are the roles of governments, the private sector, researchers and civil society in promoting responsible behaviour and cyber security?

2. Resilient Democracies in an Age of Hybrid Threats

How can governments and societies respond to information manipulation, foreign interference and other hybrid threats without undermining democratic freedoms, social cohesion or trust? How can strategic communication, media literacy, dialogue and international cooperation strengthen individual and societal resilience?

3. Mediation, Dialogue and Conflict Resolution

How can mediation, dialogue facilitation, negotiation support and reconciliation processes help prevent escalation, address the root causes of conflict and create pathways towards sustainable peace? What can we collectively do to renew global commitments to mediation and dialogue, as a vital foreign policy tool in the peace, security and defence agenda?

4. Maritime Security, Global Commons and Cooperative Order at Sea

How can the EU and its partners protect freedom of navigation, critical submarine infrastructure and maritime connectivity? How can they address threats from illegal shipping and sanctions circumvention e.g. shadow fleets, resource competition and environmental risks through international law, regional cooperation, maritime diplomacy and inclusive governance of the oceans and other global commons?

5. Interdependence, Critical Dependencies and the Political Economy of Security

How do geopolitical tensions, resource competition and disruptions to global supply chains affect security and defence? In what ways has economic interdependence been weaponised and how can it be countered? How can partnerships, economic diplomacy, industrial cooperation and sustainable development reduce vulnerabilities and support collective resilience?

6. Counter-terrorism and emerging technologies

What role do emerging technologies play – especially in the online landscape, both in enabling malign actors and in countering them? How can governments, law-enforcement agencies, the private sector, researchers and civil society strengthen prevention, information-sharing and coordinated responses? How can effective security cooperation be balanced with human rights, the rule of law, data protection and civilian oversight?
